Kenol Noel, 34, Carl Jarrett, 35, and Ricky Owen, 39, all of Bridgeport, have been charged with submitting false immigration documents after entering multiple “marriages” with non-U.S. citizens and sponsoring those non-citizens’ applications for lawful permanent residence in the U.S., also known as “green card” status.
Manhattan resident Marvin Williams, 59, and Dwight Henry, 44, a citizen of Jamaica living in Queens, are also facing charges for their roles in similar schemes.
The indictment alleges that Jarrett, Noel and Owen each entered into two “marriages,” and in documents submitted in support of the green card applications of their second “spouses,” failed to disclose their prior marriages. They also failed to disclose having also sponsored green card applications for their first “spouses,” U.S. Attorney John Durham said. It is alleged that Williams entered a total of four “marriages,” and sponsored the green card applications of all four “spouses.”
The indictment also alleges that Henry conspired with Jodian Stephenson, of Bridgeport, and another person, to enter into a sham marriage so that he could obtain green card status.
Jarrett, Williams and Henry have been released on bond. Noel and Owen are currently detained. If convicted, Noel faces 30 years in prison; Jarrett, Owen and Williams face up to 15 years in prison. All five men are scheduled to appear in court at a later date.
